WENDELL - A Wendell man has been arrested and charged with statutory rape for the second time this year.

Robert Dwain Lawrence Jr., 21, of 308 Tarragon Trail, was taken into custody by Wendell police Sept. 13.

Lawrence is accused of having sex with a 15-year-old female, according to Wendell police reports.

Wendell Detective Roy Holloway declined to go into detail about the allegations, but said Wendell police learned of the alleged rape through the Department of Social Services.

In January, Lawrence was arrested in the statutory rape of a 14-year-old girl.

Holloway said the victim is not the same person from the first case. Names of rape victims are not disclosed by police.

Lawrence was under house arrest while waiting to appear in court for the statutory rape charge filed in January when the second incident is reported to have taken place. Holloway said Wendell police have no record Lawrence violated the terms of his house arrest.

Adam Moyers, the Wake County assistant district attorney in charge of Lawrence's first case, did not return calls seeking comment.

Holloway said Lawrence was taken to the Wake County jail and placed under a $1 million bond. He's scheduled to appear in court Oct. 5.

Holloway said Lawrence confessed both crimes and that Lawrence is "not predatory."

That claim is disputed by the mother of the first victim, who Friday contacted the Eastern Wake News to speak out against Lawrence and the legal system she says has "botched" her daughter's case.

"He can't tell me that Lawrence isn't a predator, " said the mother.

The woman said Lawrence stalked her daughter and came to her house in the middle of the night.

'Zero help'

The first victim's mother said that, after Lawrence was arrested, her home was broken into and vandalized several weeks later.

"Men in ski masks drove by our house, broke in and destroyed our stuff," she said.

The woman says she has moved her family out of Wendell because she didn't trust Wendell police to protect her.

Holloway says there is no evidence linking vandals and burglars to Lawrence and that Wendell police did the best they could. That's no consolation to the mother, who says Wendell police were "zero help."

"They didn't protect us. And I told them that it would probably happen again," she said. The mother said she wants to warn others about Lawrence because she doesn't trust the legal system to properly punish him.

"There is no justice in this," she said.

"It is unforgivable and there is no excuse for his being released."
